Dr Francesca Gains is the Research Co-ordinator for the Evaluating Local Governance project and Senior Research Fellow of IPEG. She teaches public policy, here at Manchester, and has had previous management roles in local government and the probation service, together with parliamentary research experience. She has worked on a number of government sponsored research projects and before beginning work on the introduction of new constitutions in local government her previous research was in the introduction of new political management arrangements in central government through the establishment of executive agencies.
