Biography
Catherine Durose is a doctoral candidate based at IPEG and funded by the Economic and Social Research Council (ESRC) of Great Britain and supervised by Professor Gerry Stoker and Dr. Francesca Gains. Catherine has also been involved as a research assistant on several projects convened within IPEG and the Politics division of the University of Manchester which have facilitated a number of collaborative academic publications. This is supplemented by substantive teaching experience. Her additional research interests include social enterprise and social entrepreneurship, innovation within the public sector, community capacity building and engagement and sub-local working.
Catherine graduated from the University of Manchester in 2004 with an M (Res) in Governance and Public Policy. Her undergraduate degree in Politics BA (Hons) at the University of Sheffield was completed in 2001.

This doctoral research is situated in the public policy implementation literature and is aimed at re-assessing the bottom up analysis of implementation associated with the work of Michael Lipsky, with particular regard to the concept of 'street level bureaucrats'. Changing governance structures together with the modernisation and reform of the public sector under New Labour make timely such a re-assessment. Employing tools from interpretive and narrative analysis, this work aims to understand the nature and extent of innovation that individuals with responsibility for policy implementation and public participation are able to bring to their roles. Empirical material is drawn from the neighbourhood management system implemented in a local authority in the North West of England.
This work is ongoing, with submission anticipated in September 2007.
